The New Jersey Library for the Blind and Handicapped, in cooperation with the Library of Congress, provides recorded, Brailled and large print books and magazines to residents of the state who are unable to use standard print as the result of severe visual impairment, physical disabilities which make it impossible to hold a book or turn pages or medically-certified reading disabilities. There is no charge for any aspect of this service.


To receive service, the attached application form must be completed including a brief statement describing the nature and extent of the disability and the manner in which it prevents reading standard print. A certifying authority such as a professional librarian, teacher, NJCBVI education counselor, social worker, doctor, registered nurse or professional staff member of a hospital must sign this statement. For a child or teen with a specific reading disability such as dyslexia or neurological impairment, the Certificate of Eligibility must be signed by a doctor of medicine or osteopathy who certifies that the inability to read has a physical basis. This signature must be an original signature, not a photocopied or faxed copy of the original signature.
If the child or teen is to receive recorded book service, keep in mind that he or she may be able to comprehend at a higher reading level than his or her reading skills indicate. Include this comprehension level on the form to insure that books will be sent at the appropriate level.


For recorded tape service, a specially designed cassette tape machine is loaned to readers to use as long as they are members of the NJLBH. The only requirement for keeping the machine is that they regularly use the library's extensive and comprehensive book collection that includes most, if not all, of the books on school reading lists as well as a wonderful selection of books for recreational reading.


Send the completed application to the New Jersey Library for the Blind and Handicapped. When the child or teen is approved for service, the Library will send the equipment requested and a shipment of books.


As part of its lifetime reading program, and to encourage reading all year long, the NJLBH sponsors a six-week Summer Reading Club from July through August. A theme is selected with appropriate incentive gifts and activity sheets distributed throughout the summer; members set their own reading goals, and prizes are awarded to those members who reach their goal.

The following information will help you use the library service effectively:

Returning Materials: Please return books as soon as they have been read. This practice makes the books available for other readers and also keeps new books coming to the child or teen. All books are sent in self-mailing boxes. To return a book, take the address card out of the pocket on the box and turn it over and replace it so that the Library's address and "Free Matter For the Blind and Handicapped" stamp shows.


Care of Materials: Handle all materials with care to insure that the next reader receives a complete book in good condition. Before returning recorded books, rewind all cassettes and return all discs to their containers in proper sequence. Braille books must be returned with all volumes for a title intact. Both large print and Braille books have book cards in the pocket in the front of each volume; please do not remove these cards which are needed to check-in that particular volume from the reader's record when the book is returned.


Defective Materials: Occasionally an incomplete or damaged box of materials may arrive. When this happens, please check the white box labeled "Damaged" on the pink side of the address card with the Library's return address. This signals Library staff that the book needs to be repaired before re-circulation. If a replacement for a damaged or missing cassette is needed, call the toll-free number below.


Equipment problems: All equipment is on loan from the Library only for as long as the reader is actively using the Library's materials. Please keep the mailing box in which your equipment is sent so that you may return it if it needs to be repaired or is no longer needed. If there are any problems with the equipment, please call the toll-free number below.
Other Problems: If you have any problem -- not enough books, the wrong books, even too many books -- please call the Library's toll-free number and ask for the Youth Services Librarian.


Library Hours: The Library has a toll-free, 24-hour answering service, which you can use to call in book requests or to report service problems The Library is open six days a week for direct service and welcomes your visit.
Monday through Friday, 9 a.m. - 4:30 p.m.
Saturday, 9 a.m. - 3 p.m.
The Library is closed on Saturdays during July and August.
